Proposal submitted at AGM re Affiliations
The next meeting will be taking place on the 23 September to discuss 3 possible options. Representatives from the Track and Field Clubs, will be invited to a meeting which will be taking place on the 26 October.
Cross Country Championships - 9 January 2016: Pam Rogers
We regret to report that the construction of a new "all-weather accessible trail" around three-quarters of the former golf course, and the closure of access roads and car parks due to the demolition of the former civic offices, mean that Fleming Park can no longer be considered a suitable venue for the Cross-Country Championships.
It is a great shame that such a popular and convenient facility is not now available to us.
The search for a new course, with adequate accommodation, access and parking, has already begun.
In the circumstances, the publishing of entry forms is likely to be delayed, bt we will endeavour to keep you up-to-date with news on the county website as and when we can.
Track & Field Championships: Richard Dean, Mike Williams and Christine Weeks
Multi Events Championships and Quadkids, will be held on the 2 May 2016 at The Mountbatten Centre, Portsmouth.
Track and Field Championships May 2016. Dates tbc - Mountbatten Centre, Portsmouth
Inter-Counties 10 July 2016. The Mountbatten Centre has been booked, and the management there agreed to move another event to accommodate us. It was suggested however that the event could possibly take place in Basingstoke, Jackie Tobin agreed to investigate this on behalf of the county.
SEAA Under 20 and Under 15 Inter-Counties Championships
Sunday 23 August 2015, Allianz Park, Barnet
This competition is between all the 19 constituent counties in the South of England Athletic Association region: Bedfordshire, Berkshire, Buckinghamshire, Cambridgeshire, Cornwall, Devon, Dorset, Essex, Hampshire, Hertfordshire, Kent, Middlesex, Norfolk, Oxfordshire, Somerset, Suffolk, Surrey, Sussex and Wiltshire.
The Under 20 teams were weakened by unavailability and injuries, so the Under 20 Men did particularly well to achieve third place. The Under 20 Women finished in 13th place, and the combined Under 20 team were sixth overall.
The Under 15 Boys, Girls and combined team all finished sixth in their respective competitions.

Thule Primary Schools event
Kevin Way (Deputy Head Teacher, Toynbee School) expressed very serious concerns he had regarding Year 5 & Year 6 pupils being taken away overnight - "Safeguarding of Children". He felt that parents would need to accompany their own child! Local Counties could travel a short distance on the day, but for Counties further afield, this was impractical. He was strongly opposed to HSAA being seen to be involved in anyway. A more viable solution in the first year might be to hold Year 5 & Year 6 races at our Inter Counties and to see how that went. Parents could bring their own children and the "step-up" to a much bigger event would not be as great as going to a National event.
It was felt that Year 5 children were just not old enough to be involved in such an event. It was commented that on the entry form a signature was required to confirm "all were fit to run" and we felt this would be a major commitment by the Team Manager! We also expressed concerns at the proposed length of the courses.
The Chairman summarised, after lengthy discussions, that this event was not for HSAA at this moment.
Technical Officials Report: Eileen and Terry Williams
County Championships went well and all Officials put in a good performance. No problems with Photofinish this year!
We took 30 Officials, supplemented by 6 from outside Hampshire to enable EDM and Photofinish to be transported and operated, to the World Island Games in Jersey at the end of June. Invites were issued to give a mix of some senior Officials and also some of our newer Officials who had shown potential together with three of our young Officials. We also received assistance from some Jersey Officials and this definitely opened their eyes! To clarify, the invites were not done solely by ourselves as we also had a small sub-committee who dealt with these! All the Officials did a super job over the week of Competition which was under IAAF Rules which was a new experience for some. We have, since the Games, put together a booklet for all the Officials giving a summary of what occurred as a memento and this has been well received.
We mentioned in May the possibility of us putting on a presentation for Clubs on how to organise a meeting. This was held at Fleming Park on 15th June with 6 attendees and provoked much discussion. We hope this helps the new people who have been charged with organising their club meets with little handover and are quite happy to repeat this, Clubs only have to ask.
As far as Courses are concerned, following the World Island Games Mike Barratt is going to Jersey next weekend to deliver a Timekeepers Course and Eileen with be accompanying him to deliver the H & S. On 1st November we are both going over with Alison Friend to put on Track, Field and H & S Courses. We have also arranged Level 2 Courses at The Sports Academy, Andover on 8th November for Track, Timekeeping, Field and Starter/Starters Assistant. Our thanks to Richard Dean for getting this all on the Hampshire website and we would ask everyone to encourage potential new Officials to attend. We have circulated all Clubs.
It is pleasing to report a good number of new Officials have now obtained their Pass/Licence including some of our Young Officials although some of these will have to wait a little while until they reach 16 years old. We have emailed all those who have not yet submitted their paperwork so we can get them qualified. Also Graham Bungay, Chris Neil and Carol Quinn have now been promoted to Level 2 Region so our congratulations to them all.
We were also offered places for Young Officials to attend the ESAA Track & Field Championships in Gateshead and Lucy Rogers (17), Emma Froome (15) and Millie Cavanagh (16) accepted the invites. This was a great experience for them to be able to officiate at this National meeting with experienced Officials and we had some glowing reports on their performances. They were a credit to Hampshire.
We will be sending for Winter availabilities in the next week.

Sportshall: Michael Coker
The Hampshire Sports Hall organising team met earlier on 11 September at a well attended County meeting. The Planning Group promotes Sportshall through Clubs and Schools, specifically organising and managing 4 County League matches in 2015-16. The aim is to increase participation from the average of c.200 athletes per match, also to increase the numbers of Clubs/Schools participating (currently Aldershot, Andover/Overton, Havant, Portsmouth, Southampton, Winchester), previously also IOW, New Forest Juniors, Haslemere, Mountbatten School.
Confirmed dates/venues for Winter 2015/16:
- 18 October 2015 - League Match 1 - Andover Leisure Centre
- 22 November 2015 - League Match 2 - Andover Leisure Centre
- 24 January 2016 - League Match 3 - Portsmouth Mountbatten Centre
- 28 February 2016 - Regional U11 "Fun in Athletics" Championships - Burgess Hill
- 6 March 2016 - Regional U13/U15 Championships - Burgess Hill
- 13 March 2016 - League Match 4 - Portsmouth Mountbatten Centre
The meeting agreed to refresh the competition format, retaining a maximum of 8 athletes per team (8 boys, 8 girls) in both U11 and U13 age groups. Clubs can have multiple teams in each age group, and non-scorers are welcomed where teams are incomplete.

3 Hampshire Coaching Days have been organised for Winter 2015-16 - 3 October, Portsmouth; 21 November, Andover with the 3rd date to be finalised in March/April 2016, Winchester. The County Performance database had been updated and many new athletes (mainly from Schools events) had already signed up for the 1st Coaching Day.
Hampshire Athletics Grand Prix events
The two 2015 events had both been very successful, with (Basingstoke - 22 July) attracting 362 athletes including 6 Great Britain International athletes - 109 PBs were recorded. (Southampton - 23 August) had 359 athletes competing, including 64 Quad Kids - with 129 PBs achieved. Both events included Wheelchair racing. Alton Sports had acted as sports retailer/Richard Dean reported an overall surplus £5,252.02 for Hampshire Athletics.
Hampshire Talented Athlete Scheme
The scheme is now open to applicants across all sport, who are ranked in the top 15 Nationally and have a successful track record in 2015 National Championships.
Primary Schools Cross Country
A new National Championships will be staged at Belvoir Castle, Leicestershire on 19 March 2016 for School Year 5,6 and 7. The event is being sponsored by Thule, with a "pack" of cross country equipment offered to participating Counties. Hampshire Schools AA had debated at a recent Executive Meeting, and had some reservations due to safeguarding and race distance. Additionally there was a fixture clash with the annual School Year 7 & 8 Inter-Counties match.
